could you elaborate your question a little more?
What do you want to market?
- yourself
- a consumer item
- an industry commodity
- it hardware
- it software
For each of these, different strategies have to be followed.

Nowadays you don’t use fixed work packages for software development, but the agile approach.
I would recommend you to go
www.scrum.org
and read all documentation there
