The expert has t be very knowledgeable in Azure components, blueprint, services and business model.
With sound experience in deploying Smart Cities platforms globally and that can understand all the needs with integration with other external systems (national payment system, national identification, etc.)
Knowledgeable across these platform domains: infrastructure, integration layer, security, data & analytics, external platform services, channels and platform operations.
