Let me talk from my own experience in the area of procurement, often an important, overlooked aspect of SCM.
The first and foremost metric in procurement in general is savings. What percentage of the budget are you freeing up for other usage in the company? Of course, the devil is in the detail here, i.e. how do you determine this?
A further important metric would be: what percentage of corporate spend is actually running through the procurement function. A certain quantity of maveric spend is unavoidable, but how much is it?
Yet a further one would be: How pleased are your internal customers/beneficiaries? Are you keeping them informed of new developments with suppliers? Are you getting them the supplies which help them in the marketplace / in operations? Are you fast enough in getting them urgent supplies? Very important to know where you stand.

1-Basically saving . Could be measured against previous years results. Best practice could be elaborate new procurement models mixing for ex both Capex and Opex items.
2- Matching 100% needs from other depts in due time. This is far from being easy since for ex the technical dept could come up with new requirements / features at the last minute. Best practice could be to set up the right processes ( internal end external) and benchmark them against previous ones…
3-Good assessment of your suppliers . Best practice could be using the right tools to assess strength/ weaknesses and updating reports on regular basis.
